General Information

Private Organizations (POs). POs are self-sustaining special interest groups, set up by people acting exclusively outside the scope of any official capacity as officers, employees, or agents of the Federal Government. They operate on Air Force installations with the written consent of the installation commander.

What is a Private Organization?

Private Organizations are self-sustaining special interest groups, set up by individuals acting exclusively outside the scope of any official capacity as members of the Air Force or Federal Government, to include civilians, contractors, Air Reserve and Air National Guard members. They operate on Air Force installations with the written consent of the Installation Commander.

Private Organizations are non-Federal entities and are to be treated as such. Accordingly, they are not nonappropriated fund instrumentalities as defined in AFMAN 34-201, Use of Nonappropriated Funds, nor are they entitled to the sovereign immunities and privileges given to nonappropriated fund instrumentalities or the Air Force.

Examples of a Private Organization are:

  • Squadron Booster Clubs
  • Unit Advisory Committees
  • Spouse Clubs

What is an Unofficial Activity?

Unofficial activities are not considered Private Organizations, unless current assets (cash, receivables and investments) exceed a monthly average of $1,000 over a three (3)-month period. On-hand inventory is not included in current asset calculations. Activities which exceed the asset limit ($1,000) must become a recognized Private Organization, discontinue operations, or reduce its current assets below the $1,000 threshold.

Unofficial unit activities, although encouraged to do so, but are not required to implement financial management tools (budgets/financial statements/audits). At a minimum, unit unofficial activities will implement the following financial controls:

  1. Maintain a two (2)-person accountability system for all cash transactions.
  2. Submit a basic annual financial report to unit commander detailing income and expenditures throughout the year.

Examples of an Unofficial Activity are:

  • Special Interest Groups
  • Snack Shack Funds
  • Sunshine Funds

Base Fundraising

All fundraisers held by a Private Organization or Unofficial Activity must be approved through the NAF Financial Resource Management Office, Private Organization Coordinator.

For successful fundraisers you must:

  1. Be familiar with AFI 34-223.
  2. Prepare request using the appropriate link below in Private Org Documents.
  3. Complete all portions of the request in detail.
  4. Coordinate with the appropriate Facility Manager, AAFES Manager, and Public Health Office (35 MDG – if it’s a food fundraiser).
    • Public Health is not required unless food is temperature-controlled – meat, dairy, produce, etc.
    • Baked goods do not require Public Health approval.
    • If requiring Public Health approval, a signed Temporary Food Booth form must be submitted with the Fundraiser Request form.
  1. Email your request in the fillable PDF format to 35FSS.FSR.PrivateOrgs@us.af.mil
    • If a flyer/advertisement has been made, this must be submitted with the Fundraiser Request form.
  1. Upon approval, you will be issued a signed fundraiser request form by the Private Organization Coordinator.
  2. Advertising for your event may begin. Please consult with the Private Organization Coordinator on acceptable advertising methods.
    • Private Organizations cannot advertise until the fundraiser request form is approved.
  1. Prominently display your approved fundraiser request and food packet (if applicable) at your event.
  2. Prominently display the name of your organization at the event.

Fundraising Request Form

Must be submitted at least 3 weeks prior to the event.

Private Organization Officer's Listing

Must be manually updated annually or anytime an officer changes.

Meeting Minutes Agenda Template

Must be submitted after every meeting.

Quarterly Financial Statement Template

Must be submitted by the 20th of the following month after the quarter ends.

Annual Financial Statement Template

Must be submitted no later than 20 business days following the end of the PO’s fiscal year.
